Abstract: The lecture gives an overview of the EU's environmental policy from its outset in 1972 to the present and analyses challenges and opportunities for the future. It will put environmental policy into the wider political and sustainable development context, in particular how environmental policy contributes to growth and jobs. The central framework of the EU's present policies is the 7th Environmental Action Programme with priorities until 2020. Particular focus will be on energy and climate and circular economy policies which are the present and future cornerstones for EU environmental policy. The lecture offers an insider view on how policy is being developed and how decisions are formulated. It will also highlight features of the EU which are important to understand when the policies and their results are being analysed. Policies and policy processes will be explained with the help of concrete examples.
Presenter: Timo Makela has a 20-years experience working in senior management positions at the European Commission related to environment and sustainable development policies, finance and international co-operation. As Director of DG Environment he was responsible for the EU's environmental policies related to sustainable development, industry, waste, natural resources, economic analysis, research and innovation as well as international co-operation. He has also worked as a director of municipal and environmental infrastructure financing in the European Bank for Reconstruction and Development and as the head of pollution control in the governments of Finland and Botswana.
