The topic of civil-military relations is often analysed as a part of the regime change studies, emphasising the importance of the civilian control over the security forces for the stability of the democratic institutions. Although the question of the security agencies influence on public policies is often overlooked, it still has consequences for both, the policymaking processes and the system of civil-military relations. Using the example of the 2007-2012 Russian military reform I show how the reform itself had been the product of the existed system of civil-military relations and how it managed to change the previously existed status-quo and established the new equilibrium in the Russian civil-military sphere
