The Common Assessment Framework (CAF) for public institutions – in practice

The Common Assessment Framework (CAF) was developed by the European Public Administration Network and serves as a tool for the organizational assessment of public institutions. On basis of its different factors an institutions can assess its overall performance in order to verify possible needs for an organizational change. The presentation will introduce the model and discuss a practical example regarding change management  from a public export promotion and SME support agency.

Nikolaus Roloff gained his first professional experience in an apprenticeship at a large German car parts supplier after which he studied economics in Germany (MA) and Great Britain (BA). Since 1997 he has been working in public organizations and private businesses as an analyst and consultant. Since early 2010, he has been a consultant and trainer at Como. He is a certified systemic organizational developer. In 2015, he became a partner at Como Consult GmbH. His main focus is strategy consulting and organizational development, intervention design and implementation, as well as monitoring and evaluation of public programmes in an international development and foreign trade context. His main areas of work are sustainable economic and trade development.
