Varieties of Telework Regimes across European Regions: A Tale of Four Different Worlds

After the COVID-19 pandemic, different kinds of telework regimes have become a new norm in many European countries. The paper leverages the theoretical implications of the literature on welfare state regimes and varieties of capitalism to pinpoint varieties in telework regimes across European regions. Key factors that could explain cross-national differences. The paper develops a dashboard of indicators related to seven conceptual dimensions to categorize telework regimes. Indicators are extracted from different surveys and databases such as the European Labor Force Survey and a new dataset of indicators on telework governance/regulation which were built based on a standardized questionnaire responded to by the Eurofound Network of National Correspondents (2021/2022). Secondly, the resulting dashboard of indicators is used to conduct a cluster analysis to map varieties of telework regimes across European regions.

Dr. Žilvinas Martinaitis is an associate professor of the Public Administration and Policy Analysis Center and a member of the Research Group in Political Economy at Vilnius University. He is also a founding partner at Visionary Analytics, a private research center, where he has led knowledge acquisition, development, and management since 2005. In his work, Žilvinas leads complex large-scale evaluation, research, and technical assistance projects, predominantly for the EU institutions. His thematic research interests include education, labor market, and innovation policy analysis.
