Scholars of Ambedkar often invoke the distinction between principle and rule, but there is still much to read in it, especially for our times.  In this talk, I would like to think with Ambedkar and ask the question: what is the conscience proper to a radical democracy, or a democracy beyond statism?  It explores the individuality distinctive to the principle-conscience formation, as also the non-willing freedom that it intimates.  This talk asks: How does Ambedkar goes beyond the understanding of conscience as an empty box that can be filled with any moral content? How does he tackle the problem of “good conscience”—the tendency especially in liberal democracies for citizens to absolve themselves of responsibility for even the most violent acts, such as genocides?  And what is the relation between the secular conscience he affirms early in life, and the religiosity he embraces later?
